STATS 240: Design and Structured Data

Semester 2 2022

Assignment 1: Survey Design

1.  Official Statistics (33 marks)

Your flatmates were arguing about the benefits of qualifications in getting a job.          Everybody agreed that having no school qualifications made it really hard to get a job, but that having a post school qualification has always made it easier to get a job than   just school qualifications. One flatmate thought that having school qualifications was  more important for getting a job than it used to be a decade ago, while another said      that females always had worse employment than men even with the same level of        qualifications. In order to add some information to the discussion, you decide to look at what official employment statistics could indicate about the benefits of different levels of qualifications for employment over the last decade.

The Census produces some information on employment, but this is too infrequent to be used as a routine monitor of employment. A department of the Ministry of Social           Development (Work and Income New Zealand or WINZ) collects and publishes              information on unemployment benefits and the job-seekers’ register, but this                    information only includes those who have registered for an unemployment benefit. The official measures of employment come from the Household Labour Force Survey          (HLFS), which has the most detailed publicly available employment information in       New Zealand. The most recent release of this information by StatsNZ (as well as some VERY useful links for this assignment) can be found here:

(https://www.stats.govt.nz/information-releases/labour-market-statistics-march-2022- quarter/)

a)    What percentage (approximately) of New Zealand households participate in the Household Labour Force survey?                                      [2 marks]

b)   What was the response rate for this survey in the March 2022 quarter?   [2 marks]

c)    What interview methods are used in the Household Labour Force Survey? Briefly list the reasons for using each of these methods?                                            [6 marks]

d)   Create a table that indicates how different employment measures vary by sex and       qualification level and how this has changed over time. Use data from Quarter 1        (March) in 2014, 2018 and 2022 extracted from the Stats NZ website to create a table showing the following for total population, male and female, BY no qualifications,    upper secondary school qualifications, bachelors degree and post-graduate                  qualifications

i.    Labour Force Participation Rate

ii.    Unemployment rate

iii.    Employment rate                                                                       [7 marks]

e)    Does having upper secondary school qualifications improve your chances for        employment similarly for both sexes and age groups in all time periods? LIST the reasons for your answer NOTE: no significance testing is required.     [6 marks]

f)    Does having university qualifications improve your chances for employment

similarly for both sexes and age groups in all time periods? LIST the reasons for your

answer  NOTE: no significance testing is required.                                   [6 marks]

g)   List the actions taken by Statistics NZ to minimize the non-sampling biases due to causes OTHER THAN the response rate and completion rate.                 [4 marks]

NOTE  this requires using the Infoshare and DataInfo+ tools on the StatsNZ website:

http://infoshare.stats.govt.nz/ (for the required survey results)                                            http://datainfoplus.stats.govt.nz/ (use this and the information releases link above to locate information about the survey.

Firstly, from the Infoshare homepage, choose the most suitable topic from Subject categories”.

Then select the most relevant subcategory. Then select the most relevant table.

Then select the variables and categories you need before exporting the table.          Use the table tools to change the layout ofthe table ifrequired or do it once the table is exported. Infoshare is reasonably logical in its process, but there are user guides to be found by clicking    the help tap at the top ofthe page.

Information on the data sources, including data quality issues, is found using the    links on the information releases page mentioned above or by using the                DataInfo+ section of the Stats NZ website. The search engine on the website is      also very useful and using the find function on your browser is an excellent way to search for key terms in large amounts of text.

2.       Social Surveys (51 marks)

There was a publication in 2019 by Victoria University on public trust and how this varies within the New Zealand population. The survey was undertaken for the Institute for Governance and Policy      Studies by a market research firm and the resulting briefpublication (Chapple and Prickett 2019) can be found on the course Canvas page.

a)      What was the target population for this survey?                                                [1 mark]

b)      What was the sampling frame for this survey?                                                  [1 mark]

c)      What sampling technique was used for this survey?                                        [1 mark]

d)      What is the sampling frame used for an election poll?                                      [1 mark]

e)      What is the interview method used for this survey?                                         [1 mark]

f)       What types of people are LESS likely to be included in the sampling frame for this survey?         [3 marks]

g)      What types of people are LESS likely to respond to the type of survey format used by   the market research firm for this survey?    [3 marks]

h)      What types of people are MORE likely to respond to the type of survey format used for this survey?          [2 marks]

i)       How have they attempted to make their respondent population representative of their target population? List 3 limitations of this approach in this instance.           [5 marks]

j)       List the types of error and bias likely in this survey.                                         [12 marks]

k)      List 5 ways the researchers could have reported the potential bias and error in this

survey.           [10 marks]

l)       A different survey used face to face interviews on the same topic had 5346       responses and a response rate of 58%. If we pretend that this survey involved a

simple random sample (but we know it wasnt), then what would the margin of error

be for a 95% confidence level?                                                                                     [1 mark]

(Note  use the media survey approach used in the lecture. Yes, we all know that its statistically dodgy and a massive over-simplification, but it is what the producers of these surveys use. Please do not even think about using this for Barrys part of the    course  it will not end well.)

m)     This different survey produced the results presented on the table below. Given the response rate for the survey what are the minimum and maximum values for proportions for each level of       trust?            [10 marks]
