Case Study of the Heathrow Airport Expansion Project: A Research Report for Procurement
Mapping to the Unit Learning Outcomes (ULO)
1) Distinguish and employ the principles of typical and complicated construction procurement strategies, which include but are not limited to the Construct Only, Design & Construct, Public-Private Partnerships (PPPs) etc (ULO1)
2) Practice and manage the decision-making process to select appropriate procurement strategies for construction and complex infrastructure projects, under the relevant regulatory framework and standards (ULO2)
3) Apply and implement construction procurement strategies, and relevant management practices, to manage the risks and enable the successful outcomes for the above-mentioned projects (ULO3)
Background Information and Introduction
Case Study Background
In response to increasing capacity constraints and long-term growth in aviation demand, proposals have been advanced to expand London Heathrow Airport through the development of a third runway and associated infrastructure upgrades. The expansion seeks to enhance the UK’s global connectivity, strengthen trade and employment opportunities, and support national economic growth. The project is being progressed in alignment with the UK Government policy framework and regulatory requirements, with procurement strategy development forming a critical component of the next stage. Your organisation has been appointed by the client to provide consultancy services to support decision-making in selecting an appropriate procurement method for delivering the new runway project.
Tasks for Students:
You have been assigned by your organisation to produce a professional research report for the procurement decision-making of the Heathrow Airport Expansion, which is expected to identify and clearly discuss:
Task 1: Project Objectives and Stakeholders
• Project goal and purpose(s)
• Key stakeholder network of the project; and
• Key stakeholders’ expectations.
Task 2: Project Risk Identification and Assessment
• Possible risks associated with the delivery of the project; and
• Impacts of the possible risks on the project.
Task 3: Procurement Options for the project
• Two procurement strategies that will be suitable for the project (e.g., Construct Only, Design and Construct, Divided (Contract) Strategy, or Public-Private Partnerships); and
• Suitability of the identified two procurement options (i.e., why are they better suited for the project than others?).
Unit Specific Assessment Criteria and Rubric
Project background analysis: An identification and rationally relevant discussion of the objectives and key stakeholder elements of the Heathrow Airport Expansion project, with references to appropriate and reliable literature (Task 1) (10 Pts).
Project risk management: A rational identification of and assessment for the risks that are associated with the lifecycle of the project, with references to appropriate and reliable literature (Task 2) (10 pts).
Procurement Option Analysis: A rational identification of and clear discussion on the possible procurement options for the project, with reference to appropriate and reliable literature. (Task 3) (20 Pts).
Communication and Referencing: A professional presentation and structure containing components necessary for a professional report with a clear, logical and organised writing style that is free of spelling and grammatical errors, and correctly referenced in accordance with the Harvard style (5 Pts).
