SF – Social Enterprise to save hawker stalls

1. INTRODUCTION

Case Background

To curb the spreading of COVID-19 and ensuring the healthcare system continues to cope with the demands, the Multi-ministry Task Force had at various junctures introduced policies to restrict social activities. Some of the worst hit sectors include Food & Beverage industry, hotels, and aviation.

SF is a ground-up initiatives aimed at helping hawker stall operators by getting cash through the sales of e-vouchers. The buyers of the e-vouchers will be able to redeem the cash value later when social and workplace policies are lifted. The revenue gained from the sales will be disbursed on a weekly basis to ensure stall operators have enough cash to tide over.

Each unit of sales comes with 5 e-vouchers for a specific stall, with each voucher valued at $2. To attract consumers participation, a basic discount of 2% is given to all transaction. So, if a customer purchase only one unit of 5 e-vouchers, the customer will pay $9.80 to enjoy a cash value of $10.

If a customer buys 3 sets from the same stall in one transaction, the discount rate increases to 5%. If the customer buys 5 sets from the same stall in one transaction, the customer will enjoy a 10% discount. To encourage hawker stalls to sign up, all proceeds gained in the first month on the platform will go to the hawker stall. Thereafter, ShiokFood! charges a nominal 0.5% to upkeep the service.

To use the voucher, the customer can display the QR code associated with the voucher redemption. The hawker operator will scan the QR code to validate the e-voucher. E-vouchers are valid for one month from the date of purchase and redeemable at the specified stall it was purchased from. A customer can transfer the vouchers to another user.

It is estimated that there will be 300 hawker stalls nationwide participating in this project and estimated 8,000 transactions each month.

The SF management is evaluating data management options to best fit their operations. These include but not limited to the sales of vouchers, voucher redemption, and account settlement for the stall operators.
