Policy  Brief    Should  financial  literacy  training  be  compulsory  for  all individuals when they retire?”

Brief: As a way to increase positive household financial behaviours in the UK (e.g., household  wealth  accumulation,  portfolio  diversification  and  debt  reduction),  the incoming  Secretary of  State  for  Work  and  Pensions  wants  to  know  whether  to introduce a policy which would make financial literacy training compulsory for all retirees.   As a result, they have asked you to produce a Policy Brief highlighting the existing evidence relating to the determinants of household financial behaviours and the potential effects of this policy.

The document should be no longer than 6 pages (plus a maximum of 2 pages of references). The Policy Brief should contain the following elements and follow the structure below:

1)  Overview: Bullet points highlighting the key findings of your investigations and your policy recommendations. This should be presented in a nontechnical way.

2)  Background: Provide an overview of the topic to be discussed. This should mention the relevant economic context and explain the possible objectives of the policy.

3)  Empirical  Findings:  This  should  highlight  key  studies,  their  context  and important findings. You should consider the methods employed and whether causality is established. Is there any heterogeneity between different groups?

4)  Policy Implications and Recommendations: Given the evidence you present above, what  are  your  policy  recommendations?  Ensure  you  highlight  any assumptions and policy trade-offs which have influenced your conclusions. This should be presented in a nontechnical way.
